Wow. What was the stimulus to this? Do you know, Bob?
It's just an everyday piece of political scaremongering. We see it all the time. And some of the comments have it nailed. It happens to focus on foreigners but the real message is "if you have access to top secret material don't give it to anyone."
Nothing especially contentious in that. I expect people who work for our intelligence services get memos to that effect albeit not as tragetted or as graphic.
