Followers of the TV series, "Rumpole of The Bailey" will remeber Rumpole referring to his wife as "She Who Must Be Obeyed." What is its source?

Proof has it right. Wikipedia confirms that the sculpture is named after Rider Haggard's She.

I mean it's ironic because the one in the novel was white. I suppose that a white woman in power over a black nation fit in with the notion that the only "civilised" people were white ones, which excused our slave trade.

One of Muhammed's wives was named Ayisha (many variants). Seems to be from an Arabic word meaning 'lively'.
