Federal agents work to crack terrorist rings, but state and local police are far more numerous and in closer contact with events "on the streets". There is a new, organized effort to coordinate them - and a new term, not yet in the dictionaries. From the paper:
    Over the past few years, state and local police have been taking millions of dollars from state and federal funds to open so-called fusion centers -- high-tech offices where local cops and officials from the Federal Bureau of Investigation and the Department of Homeland Security share and analyze information about crimes and terrorist groups. Currently there are about 40 such centers around the country with many more under development.

It's in Wikipedia, but only briefly. You should write something about it. It's also in a dictionary of military terms, but the definition is more general.
