From the other tungs (languages) that I somewhat know (Russian, German, Spanish), I'd say yes. English is often shorter, not always, but more often than not. Even more so on syllables. One can't go by word count alone since English may note two one-syllable words for one three-syllable latinate. If we'd clean up some of the spellings, then English would be even tighter when written like sum/some, thru/through, giv/give.
