From a US newspaper today:
If Republicans truly believed in limited government, Mr. Flake would be running Approrpiations and Mr. Lewis would be a back-bencher.
In context, I understand the term. But it's unfamiliar. I'd thought it originated in the UK and was rarely used on the westerly side of the pond. Am I mistaken?
