Language Log has a short entry relating to two Dinosaur Comics (link) that mention Paul Grice, a philosopher of language, (link and link).

Interesting. Implicature seems similar to anapodoton. Here is a limerick I wrote about that on OEDILF:

"If you think I am going to take
Your insults..." [...you make a mistake].
That rhet'ric device
Is the overconcise
Anapodoton — no, it's not fake!

[Author's Note] Anapodoton (an-a-PO-do-ton): When a main clause is suggested by the introduction of a subordinate clause, but that main clause never occurs.

anapodoton

The Silva Rhetoricae site offers a definition (link). It is cited from Henry Peacham (the elder)'s The Garden of Eloquence. Also here.

Inspired by Kalleh's limerick, OEDILF's Philology Pete wrote his own definition - see here http://www.oedilf.com/db/Lim.php?Word=anapodoton
