Watching a seventies episode of Starsky and Hutch there was a scene, similar to one in thousands of US cop shows, where they busted someone who was running a "numbers game".

I realised that I have heard that expression, sometimes "numbers racket", thousands of times and I don't actually know what it is.

Can someone enlighten me?
