Is it a simple typo or a comment on current American politics? I shall leave it for you to decide.

A report from China Daily, today, about North Korea begins,

On todsay's news, a police spokesman reported officers were summoned to a burglary. Upon arriving, officers hesitated to enter since "the perpetrators might stll be on the premise."

Why do people think "premises" is plural and requires "premise" for a single unit?

For the same reason that they thing "media" is singular.

In the same way people often think the singular of species is specie. Wrong, wrong, wrong! Species, the biological category, is both singular and plural. Specie refers to coined money.

I think it was a mistake because they don't know the nuances of our individual states.
