I always thought it was the difference between repeating syllables or words and repeating sounds.

I think it's a nuance, but I think there is a difference. This forum discusses it, and then the link on the bottom is the source. Stammering is more with involuntary pauses and repetitions, whereas stuttering is machine-gun like repetitions. Again - a nuance, at best. And, as arnie's article says, many don't think there is a difference.
