This still leaves the problem of how to handle a (North Korean) rogue regime threatening to prolifererate nuclear weapons. ... The more immediate test of Chinese intentions is whether it is willing to sign on to a policy of interdicting Kim's attempts to proliferate his weapons.
Today's newspaper used proliferate as a transitive verb. This is new to me; I've only seen it as intransitive, though I find that the dictionary sanctions either usage.

Are others familiar with this transative usage?
