There's a phrase heard often on news programs, usually about some disaster, where the speaker says, "The fire is raging out of control and we'll be keeping a close eye on it."

What exactly is a "close eye" and how do I get one? Sounds like glaucoma to me.

Do you have to be "eagle-eyed" to develop a "close eye"? And if "eagle-eyed" means you have good eyesight, what does "cock-eyed" mean?

Well, of course I knew that. I can close my eyes but how do I make one a "close eye"? If I am to keep a close eye on the weather, do I have to stand in the rain looking up?
