I know what the "hoods" means. It means nobody wearing hooded sweatshirts (hoodies) widely seen here as the mark of thugs and hooligans. What puzzles me is the idea of NOT being served if you don't wear one, which I'm sure is not the intent of the owners. (Mind you it's a pretty low dive, so maybe...)
