There really is a National Punctuation Day. I didn't know that - September 24th.

The original meme that I saw was clearly meant to be "National Punctuality Day" but used the completely wrong word (possibly deliberately) which is why I found it funny.

All of this has reminded me of a very old joke...

Two old men are sitting in their Gentleman's club in London talking.
The first man says "I tell you it's spelled W-H-O-O-M-B"
"You are wrong" insists the second man "It's W-O-O-M-E".
"Balderdash, I tell you. It's W-H-O-O-M-B!

They go on for some time until a younger man who has been sitting nearby comes over and says "You are both wrong. The word is spelled W-O-M-B". And with that he walks away.
There is a moment's silence until one of the old men says "Damned impertinence!"
"Yes," agrees the other "And I'll bet he's never even heard an elephant fart!"

In a similar vein, what's the difference between a place where one can order a beer and an elephant fart? One's a bar room and ther other's a BARROOM!
