Apparently there is a war between the word "migrant" (bad word) and "refugee" (good word) in Europe.

As the article says, it all comes down to pushing or pulling. I'd say they are being pushed out. Isn't it interesting, though, that it all comes down to the word used? I've seen lots of articles calling them "migrants."
