Is there any way to know when someone named Ralph pronounces it one way or the other? Is it regional? If so,, what regions? Vaughn Williams and Finnes come to mind.

"Rackstraw?" I don't understand. I find no people with two pronunciations of the name. Please guide me, Hab.
